Unable to add layers to Tag based Service map

The Service map created is flat. 

I filtered out the CIs(197) that are part of the Service map and found out the associated CI class(09).

 

I started creating Traversal rules to add layers but it isn’t working. No new layers are being added.

 

Any suggestions are welcome. Not sure if I am going on the right track.
