What role need for user to create a Change request?

Hello,
We are new to ServiceNow. We are recently adopting a Change request in our environment to use. But I'm having an issue with the tech accessing the Change Request form in their backend portal.
Techs have the Itil, sn_change_read, and sn_change_write roles.

Are you sure if you have activated required plugins? I see you mentioned users have sn_change_read role. Does it show up for you as admin?
Also, when you impersonate users can you try entering change_request.list & press enter & check if you get records.
If so, then issue will be with Module visibility

There is an ITIL role to these, but I could not still get the ITIL user to open a change request ticket. Please help

Hello @Jaspal Singh ,
My issue is, when I impersonate the user who contains the ITIL role, and I try to enter into the Standard change request it was saying as not authorized. Please refer the below screenshots.
This is the standard change request page 👆.
When I try to click Second highlighted link, I'm facing an error only when I impersonate the user containing the role ITIL as above mentioned.
Actual output needs to look like this👆.
Please help me to solve the issue. Thank you.

As per OOB setup itil or sn_change_write role is sufficient to create change request.
