403 - Forbidden username/password combo when trying to call Okta Spoke Create User

I've been trying to create a user from ServiceNow using Flow to Okta and experiencing this flow error.

Hi,

Please check authentication/ userid and password used to make API call.

 

This is because of incorrect credentials. If credentials are correct then make sure that integration user have required permission in another system.
