Our ServiceNow system has change management workflows implemented using OOTB architecture.

However, I couldn't find these workflows when checking with PDI (Plant Digit Inventory).
Could these workflows be included in some kind of plugin?

The change workflows are part of plugin com.snc.change_management.state_model. Workflows are being deprecated and new environments shouldn't be shipping with any OOB workflows sometime in the future.
The change workflows were replaced by flows, state models and approval policies long ago. Not sure when but pre-san diego at least
