Need more information to evaluate.
Did your update set capture your updates related to UI policies in the dev environment?
adding screenshots of the Update set and the UI policy with versions would be helpful to further evaluate.

Is the issue appearing in a test instance's Service Portal. However, you are able to see your changes in ITIL/ Developer view in Test Instance ?
and you are able to see your changes in Dev's SP ?

Hi @kranthi2,
This can be one of the main possibilities that there is another UI policy in TEST which is conflicting the conditions of the current UI policy which you might've added.
Check the existing UI policies in TEST in that table.
To fix this issue in TEST you can either update the Order of your or the conflicting UI policy. The UI policy with highest order executes last so make sure your UI policy order is more than the conflicting one.

Have a great day.
