Allow Access for Visual Task Board

Hi All, We have a request to allow a Project Manager access to Visual Task Board in ServiceNow and to be able to leverage all functionalities of VTB e.g. adding, new card, lane, assigned to, update work notes.
We are on Yokohama version, while checking "Visual Task Board" under Application Menus it is showing Active as "false" visibility is configured for "admin" role.
But our "itil" fullfiller are able to see Visual Task Board and use full functionalities.
I am unable to figure out how it is configured actually, and what is the best way/approach to setup access to Virtual Task Board to a Project Manager? I do not want assign "itil" role to allow access for now.

You need to share the board with PM and add as member.
