Allow Notification setting greyed out, but only for one member of the team. Why could this be?

Hi all,
We've recently upgraded to Madrid, and one user has reported that their 'Allow Notifications' setting is greyed out, and they are unable to turn it on. However, the rest of the users within the same team are able to turn it on and off as they please. Does anyone know why the one user has it greyed out? Screenshot attached.

Edit: Turns out it is actually affecting all members. I'm guessing this is down to default permissions.

We had the same issue. It's from a failing ACL on sys_user.notification. https://hi.service-now.com/kb_view.do?sysparm_article=KB0750678
