Analyzing the Fulfiller role usage

Hello All,
We need to migrate from older version to Orlando and we need to analyze the usage of ITSM Fulfiller users.
I need to be able to analyze what users act as actual fulfillers (create and modify records) and what users only view and approve requests and can be given the new Business stakeholder role.
Any idea what data/reports/logs can help me with this task ?

So basically three categories of users are there.
Requestors
One who can submit request using Service portal. only has create and read access i.e. snc_internal, sn_external. These are free of cost users
Fulfillers
The tech team who has read and write access plus has the ability to approve/reject the approval. These users has access to Standard UI of Servicenow. i.e. ITIL, ITIL admin, Change Manager etc. These are paid
Business Stakeholders
These are part of higher management who wants to have insights in their Business process and need to make decisions based on current and historical data. These users majorly have the Reporting capabilities, they can drill down into reports and make futuristic decisions. These are Paid users.
Note: Servicenow provides client specific licensing. For example for one of my client one ITIL user was at 30$ for other the client that was around 90$. These are just a dummy numbers for understanding.
I will suggest to connect with your sales territory rep and collect information so that you have accurate insights of what you will be getting.
