As of Fuji release, do we need separate license like approver_user for approving or rejecting any request here? Or itil user can do everything?

Thanks everyone. So, there used to be a separate role till Calgary release called Approver role which was required for doing the approvals in the licensing of ServiceNow. But not anymore. right?

Think it depends on your contract more than your version.

The very best option is to contact your account rep.

Following on from rfedoruk, The best option is to contact your account representative to understand your licensing model.

Regardless of which version you are on, it is to do with your contract and which licenses you have available to you.

A "Fulfiller Users" or "Process Users". A Fulfiller or Process User is any user that has a designated role within your instance

"Approver Users". An Approver User may perform only the functions for Approver. Any such User designated with a different role shall be defined as a Fulfiller User or Process User.

"Requester Users" or "End Users". Any user within your instance with no role assigned within your instance.

This may very or go into more detail within your license agreement, and I would suggest again, to contact your Account Representative to discuss your available licenses.
