Assigned to filed is empty, user can't see users in the dependent assignment group

User can't see the users who are available in assignment group in assigned to field
They can select the assignment group just fine. However, when clicking the Assigned To, the list is empty. No security flags - just empty.
When the assignment group is empty, they see all users in the sys_user table. It's just when the assignment group has a value they can't see anyone.
The Assigned To field is dependent on Assignment Group. It also has "roles is ITIL" and "active is true".

their is no business rule for assigned to field & assignment rule is not a issue, i am simply trying to fill assignment group & assigned to field without filling other field for testing.

Its showing correct data based on the Group its showing those user in assigned to.

without assignment group assined_to field showing all users who have itil role, but once i choose assignment group then assigned_to field is not showing anything (empty result)
FYI: Assignment group have members, everyone have itil role
