Assignment group not visible on form or in list view but while checking XML its visible. Checked Dictionary override , reference qualifier and ACLS.Please suggest.

I'm having the same situation. The System Admins group is not available for selection in the RITM list view ("Assignment group" field). I was able to selected in the past.

Just because you can see it when showing XML, does not mean that it is on the form. Show XML only shows what is on the table. I would first start by configuring form layout. If it is showing on the right hand side (meaning it's on the form) but you do not see it, then start looking at UI Policies. If you are an admin on the instance, most of the time and by default, ACL's will have the admin override set to true, so you will see the field even if there is an ACL. Also check client scripts. If, when looking at the form layout it is not on the right hand side, then confirm it's on the left and move it to the right. Also confirm what view you are on

I figured it out! The Assignment group field is a reference to sys_user_group.name and was filtered in the Reference Specification tab of the dictionary entry.
