Audit changes made to a specific record within 'sys_user_group_list'

I am trying to see what user made changes to a record specifically from 'sys_user_group_list'

where can I view the changes made to the record?

Good day, 

If you are already auditing this table, you can go to the burger bar (three lines in the top-left, then "History" and then either "Calendar" or "List". 

I don't believe this table is audited by default. If your instance isn't tracking that table, there isn't any other way of checking historic field changes unfortunately.
