I have just recently implemented this.
1. Activate the plugin com.snc.itsm.roles (you need to request it via Service Support site and accept the warning)
2. Once you activate the plugin, create a group for those users that will have the business_stakeholder role
3. Add the role business_stakeholder to your Group
4. Remove the itil role from those users added to reduce your license cost.
Obviously activate in sub-production instance first and fully test all scenarios, particularly around ACLs.
What we noticed:
Viewing read-only Incident, Change Request, Problems, Requests etc all worked fine as did approvals. Overall it worked really well. Only issue we had was some ACLs were added by the plugin that needed checked and overrode some of our custom ACLs we had to disable some of them as they were allowing access we did not want. Also noticed that the business_stakeholder roled user cannot view the content of the CMDB Health Dashboard and cannot be overcome (confirmed by Support) (that was a little disappointing, but other than that plain sailing.
If this helps please mark as Helpful/Correct
