To All Istanbul Users,
In our DEV instance of ServiceNow, I am attempting to activate a plugin to use the CAB Workbench. The plugin name is Change Management - CAB Workbench. After I try activating, I receive an error stating, "Activation failed for plugin com.snc.change_management.cab because you need to purchase a subscription to install this plugin".
Has anyone else had issues activating this plugin? We use Change, Problem, Incident, and the Service Catalog so I am not sure what 'subscription' the error message is referencing.
Any help is appreciated!

Hello,
Change is also part of the Customer Service Management package, so it may be that you need that. But may also be an issue with ServiceNow instance version. Which are you running?
When it comes to activating plugins, it's usually easiest to do it through Hi; this means ServiceNow tech will activate it, and inform of any issues immideately.

Hello Anton,
I am running Istanbul. I opened a request through HI and they ended up activating this for me. However, they did say it is something that I should have been able to activate myself and there is a fix for this in patch 6:
"In Istanbul there is a new application called: Subscription Management, that validates subscriptions before the related plugins can be activated by an admin user. This is only supposed to apply to production instances, however, it is incorrectly validating in sub-production instances. This issue will be resolved in Istanbul Patch 6 (to be available later this month (MAY)) The plugin is a subscription plugin, however, any subscription plugin can be activated in a sub-production instance for evaluation purposes. We will be happy to activate the plugin for you. Thank you."
