Can I grant someone access to edit a catalog category without access to all?

I have a user that would like access to manage a specific catalog category. Add/remove items etc. Is this possible? I found where in item designer you could set it at initial request but that isn't relevant here.

Create a separate request form to manage the changes, and then you handle it through Flow or workflow

No, if you give access to user, he/she can manage the whole items not specific we can restrict.
