Can't extend user table

In my developer instance I can't extend the sys_user table. The checkbox is greyed out. Am I doing something wrong?

Clicked on 'switch to Global' and the check box cleared.

Hi Joel,

Click on the icon near the logout button and make sure the application field is set to global. Please refer the screenshot attached for reference.

Sorry but is that not a System table ? And if yes then you can’t extend a system table
