Catalog Data Lookup Definitions not working. What am I doing wrong

I have a Catalog Data Lookup Definitions on my custom table. I simply want the end user to select a name and for the Catalog Data Lookup Definition to auto populate the division.
I more focused on these two records. I recently modified them. The names were in the table already, but I marked the records inactive and added them again with their new division.
Using Brouillet, when I select him in the catalog item its auto filling "Business systems" which is his old/inactive record.
Why does ServiceNow keep filling in his old record and not finding the new one in the 1st screenshot (Member Services & Deposits)?
In the variable L4 Manager I have the lookup filter for active=true.
