the user is unable to open the attachment for the bulk Windows 365 provisioning request in the catalog form. Upon checking, we found that the required attachments are missing in the production instance, while they are available in the test instance.so what will be the reason for wiping in the prod instance but not in test instance

Hi @akhiludupa2,
I assume that the catalog item that you refer to is a custom, catalog items are unique and there's no universal answer to all catalog items... check the particular item's configurations.
Also, if you have data unequal between TEST and PROD then it cannot be explained without the visibility. The attachment could have been manually removed, deleted by archivation, or any other reason..
Maybe sharing a screenshot could put clarity to your issue, please consider adding one or two
PS: do you mean catalog item and its configuration (form, variables, UI behaviour, ...) or the record created (e.g. particular RITM)???
