change approval policy conditions not being honored

The client wants the Emergency change policy edited so that no approvals are required if the Planned End date is before Today. So I changed the Decision record on the OOB emergency change policy so that in addition to the change request being in a state of Authorize, it also needed to have the planned start date 'at or after' Today. I then tested it by creating a new change request and setting the planned start/end date to before today, but approvals still were required when I progressed the change to the next step, Authorize. What am I missing? Is there a workflow I have to mess with since conditions don't seem to be enough to make this work?

You need to dot walk in to get to Planned End Date field, so first click on Show Related Field and then click on Change Request and then Planned end Date as shown below:

IT turns out that 'Default answer' was checked on the Decision. When I unchecked it, it started working properly.
