change cancellation

Hi All,

I have the following use case to implement for the Change form:

  1. If the change is in the New or Assess state, the Change Requestor or Assigned To user should have the ability to cancel the change.

  2. If the change is in the Scheduled state, only the Change Manager should be able to cancel the change.

  3. If the change is in the Implement state, cancellation should not be allowed for anyone.

These scenarios should work consistently for all change types (Normal, Emergency, Standard, and new models).

How can we achieve this, as we have OOB change Ui action. can we modify that one or we have any approach to configure this
