Change fields in Create New template via toggle template action

Hi All, 

My Requirement is that when user is in Create New Change and clicks on Toggle template bar and selects New Template, i should remove a couple of existing options and also under field "choose field" only selected options should be visible. This is not Standard change template. any advise on this is greatly appreciated.

I was able to achieve this by creating ACL's with operation as save as template and role nobody
