Based on the Relationship in the CSDM Business Services is published as the Business Service Offering. Then Business Service Offering Depends on Service Instance. So my question is if I have the relationships setup and and pick a Service Instance configuration item are the related Service Offering or Business Services not automatically being pulled into the Impacted Services/CIs?

Not 100% sure, but I think the relationship will be with BSO and will not show in Impacted Services.

I found this is DOCs and the system properties seem to be referring to a different table then the relationship table. Also the first system property listed does not appear to be in my system. Is there possibly some other sort of other plugin I need?

Yes Have that system property its the one called com.snc.change_request.refresh_impacted.include_affected_cisnn that I cannot seem to find.
