Change proposal fields showing read only

I am working on Standard Change proposal and all the fields are showing read only for users with sn_change_write. It was working in DEV but once moved to testing its showing all fields read only. Are there any other rules that would restrict ? I did not see specific acls that are restricting it. Any ideas?

May be its blocked by Standard change property.

Please provide some screenshot to guide you more.

All the fields are showing read only for itil and sn_change_write users, no issues for admin. I added acl for write access but no luck..

Could you please share the screenshot. Seems some disconnect.

I added permission for create but Change request tab shows like this. There is acl to give write access to itil and sn_change_write and user has access to change request.
