choice list i am getting value instead of label.how to rectify this

My issue is suppose cat value: x, sub-cat:y but i defined its value as x|y;and dependent value as x.

in incident form the sub-cat value is coming as x|y instead of y..this is the issue.

The dependent value is already in place on the sys_choice table. Still didnt work out.

If the choice is created on the choice list table directly, with out appropriate permissions, this can cause issue displaying the Value instead of Label. 

When the category is associated with a custom table, the corresponding application, must be picked in the application picker. The Choice must be created on that table, then this choice will resolve the issue.

NOTE : check for Admin/security admin permissions may be required to do this.
