Below are multiple ways to make a field mandatory ,but need to select it based on your requirement

1.Dictionary 

2.Ui policy

3.Client script

As a best practice suggested by ServiceNow we should go with ui policies

If you want to make field mandatory on Onload of form or Onchange of  a field you should go with Ui policy
