create multiple SC task on demand

Hello community,

There is a requirement to create multiple SC Task on demand,They should be able to create multiple task manually .Please tell me how we can handle it through workflow?? Is it a best design practice because I feel we wont be able to achive it via workflow and somewhere we might loss the (SC task and ritm state) relationship.Please let me know if this is best design?? If yes how we may proceed and if not what is the alternative.

My bad It is actually sc_task not demand task.Requirement is adding manual sc_task .
