I'm not sure there's enough detail to answer your question, so I'm going to assume some things and answer based on those assumptions. If I'm not understanding what you want to do, please reply with more details.
I am assuming that by DL you mean a Distribution List for email. A DL is created outside of ServiceNow if you want one. while many of our groups have a group email address listed that is a DL for their group. A DL is not required for notifications to be sent to the group, however. I have suggested to many of our groups that having no group email is preferable unless you want people to receive notifications that are not in the group.
If you have a DL, then you have to maintain the DL as well as the group membership. If you don't use a DL and leave the group email field empty, then users can opt out of notifications in ServiceNow.

Or are you referring to the Group email on the Group where a ticket gets assigned to that group and it sends an email to just that email address?

DL means group -> navigate to 'groups' on the home page's left navigation
