Customizing Problem Management

Hi All,
I need to customize the problem management from OOB configuration to some specific requirements.
Once we are in RCA state of problem, we need to have another UI action 'Send for Approval', whenever user clicks on it state should move to 'Awaiting RCA approval'(custom state) and 2 approvals needs to be triggered in problem records, once it is approved then state should move to Fix in progress.
Can you please tell what all things I need to take consideration for developing this, since i am customizing the state flows, could there be any consequences or will there be any issues while upgrading.
Can you tell me the solution approach.

I will say don't do this, bcz it will be heavy customization and major impact on upgrades. Instead of this, use task management and once task closed then move forward.
