date/time filter has \\ in it. Why?

We have a filter set up for CAB and it includes a start date between, and these \\ are in there. Why? I can select the dates and times again but when I save, it looks like this again. I don't think it has an impact on function, but they are not normally there.

Was there any change to you system date format in system property?

We recently installed Washington DC patch 4, but I checked the system property and it remains as it was.
