Decsion table for mapping of Knowledge base & assignment group for approvals

Hi ,

We have requirement to modify the existing knowledge approval workflow.
requirements is, when knowledge is in review we have to send initial approvals to the groups which has been specially for current knowledge base on knowledge form. we have around 20knowledge bases & 20 groups for each base.
instead of hardcode these in workflow script OR create property & maintain KB's and groups there .

Can we map these KB & groups data decision table & use it in workflow script? If yes, your help would be appreciate.

Is ownership group, a field on the knowledge article, not a viable solution?
