dont show "upload offline application" button on my on-perm instance

Hi all,

I have an offline instance of SNOW (San Diego version)

I am trying to install the plugin with a file from the store (*.store).

but no "upload offline application" button on my on-perm instance (no network access)

Check if `sn_appclient.app.install.offline` is set to `'true'` (maint role may be required).
