Dynamic Translation of notification

Is there any alternative for doing dynamic translation of notification in different language without taking any subscription of Microsoft or Azure.

It's probably worth me highlighting that "Dynamic Translation" is just our mechanism of sending some source text to a third party CloudMT provide (such as Microsoft Azure) which will then do the act of translation. We do not have a native capability in the platform to do translations. 

 

So the short answer is no, if you want to use "Dynamic Translation" you will need a subscription to any CloudMT provider + IntegrationHub (e.g. via a Pro SKU of ITSM/CSM/HRSD),
