Hi Experts,
We have a notification when a KB article gets a rating and comment through the service portal, and the notification is sent to one particular email address, which is not a group or user in ServiceNow. The notification is generated but not sent to our testing email in QA instance, which is set in the outbound email property. email server is set to send Ignore not proceeding to send the email.
what should be need to done?

Can you use an actual user instead of the email id once and trigger the email just to confirm if the issue is with the notification or the email id.

I have tested with an actual user instead of a mail ID, but the notification gets ignored.
I have defined in the "when to send" once the insert or update and use the condition "rating changes". There has not a defined event based.

Yes this is enabled and given the email to sending the notification.

Is this happening only for this notification and email id or for all the notifications?
