Employees default login page set to cwf/agent/home

Hi all, 

Having a hard time figuring out why employees (users with no roles or snc_internal) are being redirected to /cwf/agent/home after login, this needs to be the /esc portal instead. Users are logging in via Azure SSO identity provider, but I don't think thats the cause of the issue as when I impersonate an employee, their homepage is /cwf/agent/home. 

Things I've checked:

- SPEntryPage script include - this is OOTB, nothing in that script that sends them to this page, this actually should be taking them to the ESC portal and is my big issue here
- User Preferences - this happens to all employees and so no one has any individually set homepage preferences
- system property glide.login.home is set to /now/nav/ui/home

What else could be controlling it?

Best practice is to create or edit the glide.entry.first.page.script System Property

Redirect the End Users (no role) to /esc (employee center / pro) instead of /sp (service portal)

KB0994806 Restrict ESS or non-role users from navigating to native UI by manipulating the URL 

KB0754186 Users without roles are redirected to platform instead of Service Portal 

Redirect Non-itil Users to ESC Portal instead on Native view
