Hello @dhivyal94299399
Please check these following things to resolve this issue
1) Service field — the rule requires at least one Service selected; if none was picked, the rule won't apply at all.
2) Table — you're delegating on Group approval [sysapproval_group]; if the actual pending approvals are on
Approval [sysapproval_approver], that's the mismatch.
3) Timing — delegation usually only applies to approvals created after the rule went active, not existing ones. Try generating a fresh approval to test.
4) Condition — confirm Active = true is the right filter vs. checking State = requested.
5) Verify directly — as admin, check sys_user_delegate for the delegation record, then filter sysapproval_approver by delegate = <user> to confirm the rule actually fired.
Hope this helps!

you would have to add the portal widget Granular Delegation to your portal, e.g, on the Employee Profile page.
However, be aware we have found a serious flaw in the layout of this widget. which has you select a delegate user first, then the selected delegated task/duties.
The delegate has to have the role designed for the delegated task. this tool does not temporarily grant the needed role. And while granular delegation has User criteria, the widget UI layout is backwards.. making you select a user first (who may have the right roles) only to find there are no available delegated tasks available to this user
It should be selected the delegation duties/task first, then show me the users who I can delegate to. but it's not designed that way currently. ServiceNow needs to change this

FYI, your response is not the new Granular Delegation. Your response is legacy My Delegates.
from what we can see in trying to implement the newer Granular Delegation, via portal viewing these delegated approvals on My Tasks page is requiring the delegate must have the approver roles (approver_user, business_stakeholder, itil if applicable)
Granular delegation offers User Criteria for Delegates allowing you to limit delegate selection to only these users so you presume user criteria users have the right role
that said, we are struggling with the OOTB Granular Delegation Widget for EC Portal has a serious flaw making you select the delegate first, then determine what delegated duties you can choose for that user. One would presume you want to select the Delegated Task first, then chose the users from a filter user criteria list.
Sadly, ServiceNow missed this entirely in their widget UI layout.
