I remember reading a community post that mentioned if related list Highlighted value for Workspace is in first or second column, it does not work. Moving it to third or later columns in the list makes it work. I am not sure if it is a bug, I replicated in my PDI and behavior is same.
You can try creating a support case if you want it in first or second column.

on native -> field styles
on workspace -> UX Highlighted Values

UX highlighted values only work in workspace.
for native you need to create field styles.
