I remember reading a community post that mentioned if related list Highlighted value for Workspace is in first or second column, it does not work. Moving it to third or later columns in the list makes it work. I am not sure if it is a bug, I replicated in my PDI and behavior is same.
You can try creating a support case if you want it in first or second column.

Check 2 things to make it work
1. Make sure Application scope you are creating is correct. For example, SOW Workspace for Incident is 'Incident Management for Service Operations Workspace'. Below is my test configuration in PDI for short description field
2. Make sure you have corresponding entry in sys_ux_m2m_highlighted_value_config
Highlighted value is working as configured in Workspace

I did that and checked all and it only highlights this little part here on the form.
Whereas in the related record on the change it shows nothing

I think your configuration is incorrect. Can you please share screenshots for Highlighted Value Conditions and sys_ux_m2m_highlighted_value_config ?
I will try to mimic in my PDI and share the details.

Check your configuration is set for correct application scope, table and Highlighted Value Conditions
