How can an Alert mechanism other than Outage or Maintenance be set up in ServiceNow

Hi Everyone,
We Ideally receive email notification for ServiceNow outage and Maintainance, Patch update e.t.c.
However a sudden unplanned issue can emerge at any point of time for an example
1) ServiceCatalog flow stops triggering due to this task are not generated and can an alert be trigger from flow itself.
2) CSAT stops triggering on of a sudden can an alert be set up for the same.
3) Any unexpected Issue which impact the platform and performance.
To prevent this we want to know how can we identify this issue through email notification and set up alert based on email notification.
