How do you enable Agents to access Agent Workspace through the Navigator?

We are in the process of setting up Agent Workspace, initially just for use of our service desk.
However, after giving them the workspace_user and agent_workspace_user roles in our sub-prod environment, they still can't see the 'Agent Workspace Home' module on the Navigator?
They can access the workspace fine by going to the URL directly, but not through the native UI.
Is there anything else I need to do to enable this?
When I look at the doc on the develops site, it says workspace users need to use the URL but agents can access through the navigator:
"Workspaces open in their own browser tab. Workspace users need the URL to access a Workspace.
Agents can access the ITSM Agent Workspace by using the Application Navigator to open Workspace Experience > Workspaces > Agent Workspace Home."
So seeing as the service desk have both of these roles, what am I missing? Why can't they access the workspace through the navigator?
