How to add header footer to the emails?

We have few notification, Now we need to add header footer to the email template what is the best solution to do it? so that it should be compatible with outlook application aswell. 

Requirement is as below:

1. The email content appears in a table, around which is a Light Gray (#ADADAD) background that fills the email body.

2. The email table has a white border (#FFFFFF).

3. The email table has the following visual layout:

Top Banner
Subject Banner
Main Body Text
Footer

You can do this in a Email Template:
