How to allow the CAB workbench to be visible by users without a role

We have begun implementing the CAB workbench to use for our weekly CAB meeting and have run into a roadblock with access. It seem that the CAB workbench portal is designed to be used exclusively by itil users. We regularly invite our business users to particpate CAB meetings and review the agenda for changes that may affect their business unit. I've done some research and it looks like we can create ACL's to allow read for all users without a role on the application tables, but is this the best way to handle this? is there a property or setting within the CAB workbench application that can be changed to allow these users to view the portal without adding custom ACL's?

Don't think it's the workbench that's the issue, but rather ACLs on the records it will present.

In my mind, people who participate within the interface are basically fulfilling a part of the process, and thus its a fair point that they should be licensed.  A non-licensed option might be to project / screencast the CAB workbench live.

I thought this might be the case, just wanted to be sure. The only people actively participating in the CAB are IT members and are licesnsed. My goal was to use this as a sort of dashboard for the non-licensed users similar to the way they are able to view articles on the self-service portal. It would be for informational purposes only.

We are facing a similar situation at one of our clients where they have approves who are not ITIL users. Did you end up modifying ACLs and show the CAB workbench or CAB workbench dashboard to your end users. or ITIL role is the only option. Plz advice.
