how to convert Reference field into Dropdown

Hi all,

Please help how to show Reference field as Choice field.

I have followed as per https://docs.servicenow.com/en-US/bundle/sandiego-platform-administration/page/administer/field-administration/task/t_DisplayTheRefFieldAsAChoiceList.html.

but still HCL assignment group appearing as reference field .
