How to hide entire Service catalog from Service Portal

Hi I have created a new Catalog for particular group and also added User criteria for category and catalog item. But the user with no roles can still see that Catalog.
How to hide it in service portal?

I can use user criteria for Categories and Catalog items right? I used and still the end user can see the Catalog.

Go to Service Catalog > Catalogs.
Open the catalog that you want to restrict.
In the User Criteria related list, ensure that the appropriate user criteria are added under Available For. This restricts the catalog to users who meet these criteria.

User Criteria are only available at the Catalog Item and Category level, not at the Catalog level.
