How to make guided tour visible for end users

Hello All,

I have created a new guided tour on Standard UI (Incident list) for users with itil role to view. I have followed the docs available online but could not figure out how an end user can view the guided tour meant for them.

I tried impersonating the users but could not see the tour created. Also the parameters on system properties to make the tours visible are already set to true.
