How to make related list as mandatory

Hoe can I make a related list mandatory ?

I tried ui policy but cannot find the option to do so .find_real_file.png

This is not fulfilling my requirement which is :

My condition is where in if there are no records auto populated in related list then it is mandatory to fill the related list .
