How to migrate group in update set

Go to your group(s). Check the checkbox in front of them. Then right-click on any column header and select "create application files".

Another option is to use "add to update set utility" (external tool) and force them into your update set.

It seems you are asking very basic questions which you can easily get answers to when you take ServiceNow on-demand fundamentals course or go through ServiceNow docs.
