How to restrict sso for all user except admin in lower instance

Hi Team,

I want to restrict SoS  for all  users and  only admin can Login for development by admin account in Dev

 any user sso  login in dev env ,want to redirect them to QA INSTANCE .Is it possible via any OOTB script?

Please suggest if there is a way.
