Is there a way in ServiceNow to send a text message to a phone whenever an incident is raised?
I'm aware of Twilio integration and the OOB ServiceNow message feature; I'm just looking for another option.

You can achieve it using Outbound integration if you get the API from any telecom Service Provider to send SMS.

I believe there are lot many users with the different telecom services and different places and for that I need to setup integration with lot many telecom services which is not feasible.

You can use Twilio through Notification is the more easy to use
Please check this Blog that is interesting.
You only need to check the countries where you want to send the SMS or Call as there are some restricctions depending the country and from where the initial number is from.
