How to setup a delegate to view a Users incidents?

I have added a supervisor as a delegate to her staffs User profile. She gets the email notification when the User opens an Incident but is unable to view the Incident. When she clicks on the link in the email notification and logs in, she gets "Record not found". Do I need her to give her a role to see this?

If I may, the link the manager is clicking is probably opening a page that displays the records opened by the manager, and since the record was not submitted by the manager it returns the "record not found". You can try showing the manager how to adjust the filter on the list, but likely without the necessary ACL's they won't see much of the record or just receive a message saying security blocked the record view.
What is the use case for the manager to see these records? If the supervisor/manager just wants to view of the records their staff submitted (which apparently are general users as well) then I would create a report that can be scheduled and delivered each morning showing the records submitted by their staff the previous day. This might give them just what they need.
