I am getting this Message " languages without localization settings are disabled " when i  am trying to convert catalog item language to other languages

Kindly check weather you have installed the localization plugin of the respective language.

Is this about the UI Action "Request Translations"? It's correct that such a message is shown, you can see this in UI Page "sn_lf_language_picker". This is just an informative message.
